PART comment removal (FEATURE/F:LINE) This patch will allow server admins to disable part messages through the use of a FEATURE in the ircd.conf (DISABLE_PARTMSG) without breaking/affecting the rest of the network. Reduces the motivation for annoying part message control code floods.

N token for forced-challenges
This patch allows server admins to specify IP ranges that are exempt from challenge/response, WITHOUT exempting them from other checks (DNSBL/REGEX) by adding an 'N' token to the existing tokens of '*' and 'U' in the iauthd forced-challenge configuration file.
